ATLANTA -- Eleven years after losing their son to a Thanksgiving holiday road accident, Steve and Susan Owings are still fighting for regulations that would slow big rigs.
Cullum Owings lost his life in 2002 when his car was struck by a speeding tractor trailer truck. The 21-year-old was on his way back to college after visiting with his family for Thanksgiving.
The Owings are pushing for regulations that would require truckers to use inhibitors that would prevent their vehicles from going over 65-miles-per-hour.
The U.S. Department of Transportation has written the regulation, but it hasn't been enacted. It isn't likely to happen for another year.
