ATLANTA-- Cleta Winslow was just two blocks from her home in the West End when a police officer pulled over her Honda Accord Tuesday night.
POLICE REPORT | Arrest report for Winslow
The police report says she told the officer she'd spent the previous hour and fifteen minutes at a popular bar in Castleberry Hill. The police report, obtained by 11 Alive News, quotes Winslow as saying she'd "had two dirty martinis" at the Elliott St. Pub before driving home.

She told police she'd stopped at the bar after attending a community meeting earlier in the evening. "Ms Winslow then stated that she was an elected official, I asked her where and she stated that was okay and I was doing my job," the officer wrote in the report. Upon questioning by police later, Winslow identified herself as a member of the Atlanta city council.
The report says the officer "asked her to step from the vehicle (and) she could not find the door handle to exit the car." In fact, "she was turning her car on and off in (an) attempt to exit her vehicle." The officer described Winslow as "out of it."
The officer reported he "had to help her get to her feet"; that Winslow was "swaying back and forth" and the officer "was concerned that she was going to fall." "Her eyes were bloodshot and glassy," the officer wrote.
Winslow's attorney had no insight into the councilwoman's arrest; when asked if his client was drunk, Antavius Weems answered "I don't know. I wasn't there." At Winslow's West End home, nobody answered the door Wednesday afternoon. An 11 Alive news photographer spotted Winslow hurrying away from the jail late Wednesday morning.
Councilwoman Winslow declined to take a field sobriety test or a breath test, according to the police report. She's charged with DUI, reckless driving, running a stop light, running a stop sign and driving on the wrong side of the road.
