NEW YORK -- New York Police Commissioner Raymond Kelly says it's "absolutely terrible."

That was his reaction to the discovery of the bodies of two young brothers swept from the arms of their mother.

She had been trying to find shelter after her home on Staten Island was flooded.

The boys, ages 2-and-4, are among the 90 people killed in the U.S. by Superstorm Sandy. Power outages still plague more than 4 million homes and businesses, down from a peak of 8.5 million.
