  • ATLANTA -- Brian Palmer Owens is 11 Alive's Fugitive of the Week. He's wanted by the US Marshals Southeast Regional Fugitive Task Force. The 26 year old Atlanta man has outstanding warrants in DeKalb County for Trafficking Methamphetamine and Obstruction of Law Enforcement.

    The charges against Owens stem from alleged drug deals he made in November 2008 and September 2009. The Marshals said most of his drug deals occurred in parking lots along Moreland Avenue in southeast Atlanta. On January 28, 2010 he failed to show up at his arraignment on those charges and has been missing since.

    Owens is 5'9" and weighs about 180 pounds. US Marshal Inspector Wayne Warren said Owens had short cropped hair at the time of his arrest. "He has a rather distinctive large scar on the right side of his head that almost looks like a horse shoe," Inspector Warren said.

    Owens is well known in the Cabbagetown neighborhood where he is a high ranking leader of a gang called the Cabbagetown Mafia. Warren said the gang has a propensity for violence and drug trafficking. Gang members can be identified by their tattoos that have the name "Atlanta" or "ATL". "We have had sightings recently over the last couple of weeks, some of them being up in the Moreland Avenue and Memorial Drive area of Atlanta," he said.

    Owens and ten other alleged gang members faced a 42 count indictment on charges filed by the Atlanta Police Department. The majority of them, including Owens, pleaded guilty and served only two and a half years in prison. "After he was released back in 2008 he was involved in selling large quantities of methamphetamine to law enforcement," Warren said.

    Warren said Owens has help eluding capture. "We believe that either members of the gang or associates of his, female or male, are possibly hiding him out," he said. "We believe he's still in the Cabbagetown area."
